ENERGY EFFICIENCY INDEX OF EXISTING SHIPS, MANDATORY REQUIREMENT AS OF JANUARY 1

Associated with the amendments to Annex VI of the MARPOL Convention that entered into force on November 1, 2022, it became mandatory for all ships to calculate their Existing Ships Energy Efficiency Index (EEXI) achieved to measure their energy efficiency and start data collection for the reporting of their annual operational carbon intensity indicator (ICI) and ICI classification as of January 1 this year.

These amendments were developed in the framework of the IMO's Initial Strategy on the Reduction of Greenhouse Gas Emissions from Ships agreed in 2018, with the purpose that ships improve their energy efficiency in the short term and thus reduce their greenhouse gas emissions to reach the target of a 40% reduction by 2030.

Thus, ships will be required to calculate 2 indexes: 

  • Energy Efficiency Index of Existing Ships (EEXI) achieved to determine their energy efficiency compared to a reference value. It must be calculated for ships of 400 gt and above, according to the different values established for ship types and size categories. The calculated EEXI value achieved for each individual ship must be lower than the required EEXI, to ensure that the ship meets a minimum energy efficiency standard.
     
  • Annual operational Carbon Intensity Indicator (CII) and the associated CII rating, as this factor relates GHG emissions to the amount of cargo carried and distance traveled. The actual annual operating ICI achieved must be documented and verified against the required annual operating ICI. This will allow the determination of the operational carbon intensity rating.

The implementation of these new measures will generate the first annual reports during 2023 in order to award the initial ratings in 2024.

In this way, and based on a vessel's ICI, ratings will be recorded as A, B, C, D or E, with A being the best and E being Inferior, in relation to the vessel's performance. 

  • Rating "A" - MAJOR SUPERIOR
  • Rating "B" - MINOR SUPERIOR
  • Rating "C" - MODERATE
  • Rating "D" - MINOR INFERIOR
  • Rating "E" - INFERIOR

The level of performance shall be recorded in a "Declaration of Conformity" to be detailed in the Ship Energy Efficiency Management Plan (SEEMP).
