OIL SPILL RESPONSE TRAINING PROMOTED IN CUBA
A national course was held in La Havana, Cuba, to focus on the need to equip government personnel with the knowledge necessary to develop effective plans in the event of an oil pollution incident.
The International Convention on Oil Pollution Preparedness, Response and Cooperation provides a framework to facilitate international cooperation and mutual assistance in preparing for and responding to major oil pollution incidents.
Through a series of lectures and group sessions, operational personnel and those with supervisory and management responsibilities acquired essential knowledge and skills for preparing for and responding to oil pollution incidents in accordance with the syllabus of the Model Co-operation Convention Courses (Levels 1 and 2).
Participants also learned about hazards to responders, the impact of an oil spill on the local environment, oil spill contingency planning, response strategies and tactics, and response resource management.
This activity included the participation of the Permanent Representative of the MAMLa Network, Mrs. Daymara Regla Juan Gil, in her capacity as Director of the Maritime Transport Directorate, who gained knowledge on this important topic. Mrs. Betty Mulens Maceo, Alternate Representative and Amarilys Ivonnet Quiala, Alternate Member from Cuba, were also present as coordinators. Representatives of the different administrations that make up the structure of the Cuban Maritime Administration, as well as other entities, also participated.
The course was conducted by the Regional Marine Pollution Emergency Information and Training Centre for the Wider Caribbean (RAC/REMPEITC-Caribbean) under the IMO Integrated Technical Cooperation Programme (ITCP). The RAC/REMPEITC-Caribbean assists countries in implementing international conventions to reduce pollution from ships. It is hosted by the Government of Curacao and its activities are largely funded by IMO, UNEP and the United Nations Development Program (UNDP).
The United States Coast Guard (USCG) contributed its expertise to the training course in La Havana with the support of the Cuban Maritime Administration.
